Community Housing Development and Leasing Opportunities
In March 2017, the Department of Housing and Community Development announced a $10 million program for 2017-18 to increase the provision of community housing.
The department is committed to delivering housing solutions across the Territory and is seeking proposals from non-government organisations to deliver both the construction and management of new premises for community housing purposes.
Community housing providers may wish to partner with appropriately skilled and resourced entities for construction, and will accept proposals that include joint venture, subcontract or other arrangements in relation to construction of new premises.
Proponents are expected to engage with the local construction industry in developing any one (or more) of the three sites.

Departmental staff will door knock residents close to the properties in Darwin/Palmerston on Friday 3 November and to residents in Alice Springs on Monday 6 November.
Darwin – 27, 29, 31 and 33 Young Crescent, Alawa
Currently there is a three bedroom dwelling on each of the four adjoining lots. All four lots have been zoned to Multiple Dwelling (MD). The Site has a combined area of 3003m² and may support up to 10 dwellings under the Northern Territory Planning Scheme.
These four dwellings, which are vacant, will need to be demolished prior to construction.
Palmerston - 2 Belyuen Road, Rosebery
The site is vacant land located in Rosebery. The site is zoned Multiple Dwelling (MD), has an area of 4010m² and may support up to 13 dwellings under the Northern Territory Planning Scheme.
Alice Springs - 20 Nicker Crescent, Gillen
The site is vacant land located in Gillen. The site is zoned Multiple Dwelling (MD), has an area of 1060m² and may support up to three dwellings under the Northern Territory Planning Scheme.
Upon completion of the development, the successful proponent will be granted a lease at peppercorn rent of the new premises to enable the successful proponent to sublet and manage the premises for the purpose of providing community housing accommodation for a period of 10 years with an option for a further 20 years.

What is community housing?
Community housing is a form of social housing delivered by not for profit non-government organisations, delivering tailored support services for tenants and is common in jurisdictions throughout Australia.
As community housing is managed by non-government organisations that provide specialised wrap-around support services for its tenants, these projects under the Request for Proposals are not public housing.
The department’s urban housing strategy identifies a need to grow the community housing sector in the Northern Territory by working collaboratively with and providing opportunities for the sector across the Northern Territory.
The Request for Proposals seeks innovative proposals that provide specialty premises suitable for a range of community housing purposes including supported accommodation, social housing and disability specific accommodation.
